Director VAS Messaging Planning - Telco, Qatar

We are a Singapore Headquartered Recruitment Consulting Company. Our client in Qatar, a leading telecom company is looking to hire a DIRECTOR-VAS, MESSAGING PLANNING for a permanent assignment. The following are the skills required for the position.

Role Purpose:

• Group-level expert resource in VAS & Messaging Planning and Engineering to provide hands-on Design Support for group operating companies.
• Work with Group Product Development and Group IT teams to deliver a standardized service delivery framework for the group

Role Accountabilities :

• Group-level expert resource in Product Engineering, VAS and Messaging platform planning and engineering
• Deliver capital efficient, flexible and competitively performing networks in conjunction with individual group operating companies
• Transfer best-practice product engineering techniques to the group operating companies in line with group preferred practices, architectures and roadmaps
• Support review of operating company strategic plans and budgets
• Support the Cross-Operation Forum Program leadership for product engineering, VAS and messaging systems
• Support development of Group-level product engineering, VAS and messaging systems technology road maps and practices

Minimum Entry Qualifications:

• 10 years experience directly related to the duties and responsibilities specified
• Previously held a senior position in Product Engineering at a major telecommunications operating company with 2G and 3G accountability
• Engineering degree desired, or lesser qualification acceptable with appropriate experience
• Industry training in mobile core network, VAS & messaging platform technologies
• International experience, preferably in the MENA region
• In-depth working knowledge of 3GPP core network technologies, VAS and Messaging platforms, and charging and policy management in mobile networks
• Extensive hands-on experience in the engineering planning, design and implementation of products and services in a competitive mobile network environment

OMC Engineer

3G OMC Engineer is required for a global operator based in Qatar. We seek an engineer with a strong background in:

• Operation and Maintenance of all UTRAN Network element (Siemens RNC & NodeB UMR6.5) and ATM (hiD-3140HD) through preventive, corrective and proactive maintenance of all UTRAN nodes.
• Handling monitoring and administrations of all UTRAN entities using Radio Commander (RC9.5-UMR6.5)
• Maintaining the quality and availability of 3G services to end customers
• Handling of ATM-switch (hiD) configuration and cross-connection RNC/NodeB parameter modification Remote support for new site integration and Iub upgrade
• Neighbour relation (3G-3G or 3G-2G) creation, deletion and modification
• To perform and execute all day-to-day configuration management activities of the network (requested by Optimization, Implementation, and Customer)
• Performance Management data support using SPOTS

Due To organizational growth and extended service, we are seeking a Data Installation & Maintenance Engineer - for our Business Solutions division.

Accountabilities:
Performing the front line supervision of activities related to installation, commissioning, repair, operation and maintenance (O&M) of the GSM IN platform, landlines, internet and associated equipment.

Experience & Skills:
• At least 5 years experience in telecom data installation and maintenance.
• CISCO certified (CCNC CCNP CCND).
• Ability to trace and diagnose network and service faults.
• Ability to lead a team of 4-5 technical staff.
• Good knowledge in HP/SUN servers.
• Good knowledge in data networking products i.e. switches, routers, firewalls.
• Good knowledge in IP based network.
